For phulkopir cutlet- To make phulkopir cutlet, in a deep bowl, add cauliflower, mashed chickpeas, paneer, onions, coriander, sesame, ginger garlic paste, turmeric powder, chilli powder, cumin powder, chaat masala, besan, salt and pepper powder.
- Mix all the ingredients very well using your hands. Divide into 8 equal portions.
- Roll and shape each portion of the mixture into 2 inch (50mm) diameter flat cutlet.
- Heat 1 tsp oil in a broad nonstick pan and place all the prepared cutlets.
- Cook them on medium flame from both the sides using 1 tsp oil for cooking the cutlets.
- Serve phulkopir cutlet hot with green chutney.
